Sockfilter: Download and speed drop

### Issue Details

When use Sockfilter, downloading files takes eniterly, the speed frequently drops to 0MBit/s. Sometimes it recovers to full speed. Unknown why.

Steps to reproduce:
1. Enable Sockfilter
2. Download some bigger files, e.g. [FydeOS](https://download.fydeos.io/v23.0/FydeOS_for_PC_iris_v23.0-io.bin.zip)
3. monitor how bad and sluggish the speed is
4. Even browsing is sluggish and might be related

As soon I switch to WFP driver and repeat the download, speed is constant and fine as expected and the download finish quickly. My maximum internstpeed is 300MBit/s that fits related to the WFP test.

Maybe there is more related to the issue. Firefox? HTTPS3 filtering? Hope you can figure out in Logs.

### Expected Behavior

Quick and fast internet related to the connection

### Actual Behavior

Sometimes only 50MBit/s that always drops to 0MBit/s. A download can take a long time.
