Incorrect Home screen's appearance in AdGuard beta 6

### Issue Details

Steps to reproduce:
1. PC starts
2. AG icon appear in taskbar after ~40 sec
2. Open AG UI and notice that protection is disabled, see also the attached foto: "AG Disabled 1"
3. After ~120 sec the protection turn to enabled see also the attached foto: "AG Enabled 2"
4. Total time from PC start to AG in Protected mode = 40 + 120 = 160 sec !!!!

### Expected Behavior

1. PC starts
2. AG icon appear in taskbar after ~5 sec
2. Open AG UI and notice that protection is enabled.
3. Total time from PC start to AG in Protected mode = ~10 sec

### Actual Behavior

1. PC starts
2. AG icon appear in taskbar after ~40 sec
2. Open AG UI and notice that protection is disabled, see also the attached foto: "AG Disabled 1"
3. After ~120 sec the protection turn to enabled see also the attached foto: "AG Enabled 2"
4. Total time from PC start to AG in Protected mode = 40 + 120 = 160 sec !!!!
