Change the default "filter localhost" setting benavior

### Issue Details

Currently, the filter localhost setting is enabled by default. This behavior was largely due to the selective filtering mode in AdGuard For Windows 7.X (and earlier versions), as well as the need to filter local connections for firefox-based browsers (in particular Tor) and collaboration with AdGuard VPN. In AdGuard For Windows 8.X has completely changed the filtering concept and all applications are filtered. Moreover, there are a number of known applications (such as [iCloud](https://github.com/AdguardTeam/AdguardForWindows/issues/5523), Steam) for which there is a compatibility issue. Given these circumstances, it is necessary to reconsider the approach to enable this default setting.
