After exiting AdGuard, Assistant says AdGuard is not installed or configured incorrectly

### Issue Details

I exited AdGuard (I didn't leave the service running in the background), the Assistant says `AdGuard is not installed or configured incorrectly` but AdGuard is already installed. When I start and then stop the AdGuard Service from the Task Manager Services section, the Assistant says `AdGuard is not running`. This is what should be.
And if you AdGuard is exit while the browser is open, the Assistant says `Assistant is not updated`. Also if you launch AdGuard while the browser is open, the Assistant says `Assistant is not updated`.

### Expected Behavior

After exiting AdGuard (I didn't leave the service running in the background), the Assistant should say `AdGuard is not running`.
After exiting AdGuard (I didn't leave the service running in the background) while the browser is open, the Assistant should say `AdGuard is not running`.
And after launching AdGuard (I didn't leave the service running in the background), the Assistant should be work correctly instead of says `Assistant is not updated`.
