Hide your search queries, Send Do-Not-Track signals

### Issue Details

In Network > HTTPS filtering > Filter https protocol > Exclusions, I have removed some entries to get a proper filtering especially for cookie notice because I dont use the browser extension but times later I see that they get readded.

### Expected Behavior

Either change the logic to apply adblocking filtering without HTTPS filtering, as the browser extension does, or don't add back the removed entries.
