Add outbound proxy on Android TV

User would like to use both a VPN application and AdGuard simultaneously on Android TV. However, due to system limitations that allow only one active VPN tunnel at a time, this is currently not possible.

A potential solution would be to implement outbound proxy support, similar to the functionality available in the mobile version of the app.
