### Issue Details
In Adguard for Android, in `Routing mode`, there are three options: `Local VPN` and two proxy options for rooted devices. I wonder if we can use ADB commands to grant the app access to proxy settings instead of using root access.
From my research, there is a app using this method for example `https://github.com/theappbusiness/android-proxy-toggle`
