Automatically re-enable AdGuard protection

### Issue Details

Some family members have the simple reflex of disabling AdGuard as soon as they have a loading problem or an unresponsive app on their phone because they are unable to troubleshoot. Then they forget to re-enable AdGuard.

### Proposed solution

You can add a setting that is enabled by default that does this behavior. This is similar to how antivirus is re-enabled on a computer after being disabled for some time. Advanced users will know that there is a setting to prevent re-enabling.
