When open an link, i get an ERR_NETWORK_CHANGED error

When open an link from an other app, i often get an ERR_NETWORK_CHANGED error, then the website is loading. The problem occurs only on mobile networks. The problem occurs on all tested Chromium based browsers (Brave, Chromium, Chrome, Vivaldi, Edge, Kiwi). Just for your Information: The VPN-Icon in the videos is hidden by GoodLock and there is an active VPN connection.

AdGuard version: 3.6.10
Filtering mode: Local VPN (HTTPS Filtering is enabled)
Device: Samsung Galaxy S22+
Operating system and version: Android 13
Root access: No

Steps to reproduce the problem:
The problem can be reproduced as follows:
- connect to a VPN on the mobile network (not wifi).
- close all tabs and the browser
- open an link from another app like WhatsApp or E-Mail
- at about 50% of the attempts the error occurs
