Start protection automatically after the application is launched if it was enabled at the time the application was stopped

For now version 4.0 implements AdGuard VPN-like logic: protection starts automatically only on device boot up.

However, in version 3.6, the logic of automatic start of protection is also triggered at the start of the application, if protection was enabled at the time of stopping the application.

The participants of the internal testing drew our attention to this point. We want to understand if this feature request will find an echo in other users' heart.
