Use 'new tab', not 'pop-up'

### Problem Description

I use my browser always in incognito mode.

Go to incognito mode in Chrome
Click on AdGuard settings
"AdGuard Settings" are shown in Chrome normal mode and popup format.
This behaviour quite disturbing. Why I can't see the "AdGuard Settings" in incognito mode? Can you please look into it?

However, uBlock Origin does not use popups and always shows uBO's settings in a new tab. uBlock Origin's behavior is better.
Show AdGuard settings in new tab just like uBO behavior.

Start by reproducing the behavior in Chrome incognito mode, then trace the AdGuard Settings entry point that opens the current popup. Check how the settings page is launched and identify the relevant existing tests, if any. Done means AdGuard Settings opens in a new tab in incognito mode rather than a popup, without regressing normal-mode behavior.
