Leaking urls from InPrivate window into persistent history

### Issue Summary

When extension is enabled for InPrivate and private window tries to access blocked document, access denied page is opened in main "non-private" window including full blocked url. This in turn gets recorded in persistent browsing history. And if InPrivate window has no other tabs, it's closed completely.

### Steps to reproduce
1. Right-click extension icon > Manage Extensions > ✔Allow in InPrivate
2. Click Extension Options > User rules > Append rule `||example.com^$document`
3. Open new InPrivate window `CTRL + SHIFT + N` and visit `example.com`

### Expected Behavior
What happens in InPrivate should stay in InPrivate.
