Include User Rules in the AdguardFilter issue reporting

### Problem Description
One of websites was broken by AdGuard, so I used the "Submit a complaint about this website" feature, which in turn created a GitHub [issue](https://github.com/AdguardTeam/AdguardFilters/issues/51287). 5 minutes later, I realized that many moons ago I made a custom rule for the domain, and once I removed that rule, the website went back to normal. Meanwhile, the Filters team might waste time investigating my nonsense report.

### Proposed Solution
Including the User Rules that apply to the webpage that is being reported alongside with the other debug information could lower the amount of time wasted by investigating conflicts caused by custom rules.
