Enhancement P3: Medium Stealth mode

説明

Instead of simply setting the DNT header, we should use the newer spec by EFF:
https://www.eff.org/dnt-policy

It means that prior to setting the DNT header, we should check if it has a DNT policy published at `/.well-known/dnt-policy.txt`.
