Importing exclusions with full IP addresses results in extra incorrect partial IP entries being added

### Issue Details

Steps to reproduce:

1. Navigate to Exclusions → Websites.
2. Add IP addresses to the exclusions list, for example:
5.200.14.249
18.165.140.0/24
23.227.38.74
3. Click Export exclusions and save the file.
4. Click Import exclusions and select the saved file.

### Expected Behavior

Only the original exclusions should be present:

5.200.14.249
18.165.140.0/24
23.227.38.74

### Actual Behavior

Additional incorrect entries appear, such as:

14.249
140.0
38.74
