Issues with websites when using Selective mode

### Environment

### Issue Details

Steps to reproduce:
Issue 1:
1. Exception sites list **doesn't** have several sites. like google or yandex;
2. VPN is not running - sites goes well;
3. VPN is running, it's everywhere - sites goes well;
4. VPN is running, but you choose Work only on chosen sites - sites that are not in the list are not running;

Issue 2:
1. Exception sites list **does** have several sites. (Any site with a lot of pictures, like library sites or comic/manga sites);
2. VPN is running, it's everywhere - sites goes well;
3. VPN is running, but you choose Work only on chosen sites - sites struggling or can't at all download pictures, works significantly slower;

### Expected Behavior

Site, which **are not** in the list, must goes well, no matter if VPN is running with Exceptions or not.

Site, which **are** the list, must goes well, no matter if it's Exceptions list mod or not.

### Actual Behavior

Some site, which **are not** in the list, are not going well or not going at all, if VPN is running with Exceptions mod.

Some site (mostly with extra page content), which **are** in the list, are going well when Exceptions mod off, and VPN is everywhere, but struggle to going well or not going at all, if VPN is running with Exceptions mod.
