Add "Post-quantum cryptography" to AdGuard VPN for Android TV

Now there is no "Post-quantum cryptography" toggle to control this feature on Android TV.

### Proposed solution

Implement the feature "Post-quantum cryptography" to AdGuard VPN for Android TV so users can enable/disable the toggle at will.

### Issue Details

Steps to reproduce:
1. Когда VPN забанен провайдером на андройд версии для телефонов помогает включить настройку Постквантовое шифрование и тогда приложение начинает работать.
2. В ТВ версии такой настройки нет и оно не подключается.

Ещё предложение по телефонной версии, когда постквантовое шифрование выключено, то приложение при запуске даже не загружается, а висит на заставке и не предлагает переключить режим шифрования. Лучше бы предлагало, либо вообще бы само пробовало оба режима для связи с серверами.
