Show the fastest locations even if only one or two are available

### AdGuard VPN Browser Extension version

### Environment

- Browser: Firefox 118.0 (64-bit)

### Issue Details

In places where AdGuard VPN is being blocked, it is not uncommon to see only a few locations being available.

### Actual Behavior

In cases where only one or two are available, the “Fastest” section remains in the loading state, not showing any locations at all.

### Expected Behavior

The “Fastest” section shows the only one or two available locations.
