Disable verbose logging when AdGuard is paused

Steps to reproduce:
1. Enable verbose logging
2. Disable protection
3. Open console of a site (example.com)

### Expected Behavior

No AdGuard messages

### Actual Behavior

There are Advanced Blocking messages.

Rule apply messages цшер paused AdGuard can be confusing when working with filters.
