描述

### Issue Details

AdGuard Mini for Mac currently blocks ads and trackers only in Safari via extensions. Apps outside the browser - native Mac apps remain unprotected.

Apple introduced the NEURLFilter API (WWDC 2025), which enables system-wide URL filtering at the network level without requiring a VPN slot.

### Proposed solution

Implement NEURLFilter support in AdGuard Mini for Mac to enable system-wide blocking across all apps, not just Safari.
