[AdGuard Mini] HEVC videos not playing on Ente Photos for Web

### Environment

AdGuard Base filter

### Issue Details

Steps to reproduce:
1. Upload an HEVC video from an iPhone 13 Pro to [Ente Photos for Web](https://web.ente.io/)
2. Play video, and observe video not loading

### Expected Behavior

Video loads, and plays.

### Actual Behavior

Video does not load, and does not play.

### Additional Information

- Does not impact AdGuard for Safari, only AdGuard Mini.
- Issue only arrises when using the AdGuard Base filter. Does not happen with other filters.
- Allowing the following user rules does not resolve the issue.

- Reinstalling AdGuard Mini does not resolve the issue.
- Clearing website data does not resolve the issue.
- H.264 videos work correctly.
- Console logs don't really give any hints as to the exact issue.
- Able to reliably reproduce the issue following the steps above
- Advised by @zloyden and @Alex-302 in [this issue](https://github.com/AdguardTeam/AdguardFilters/issues/216424) the initial report is.
