AdGuard Home does not natively support excluding DNS caching for individual or specific domains

### The problem

AdGuard Home does not natively support excluding DNS caching for individual or specific domains.
If the IP address changes, one must wait for the cache period to expire. This can lead to IP errors. Furthermore, addressing this issue through scripts can be cumbersome. Recommendations for improvement are welcome.

### Proposed solution

When the external IP address changes, refresh the DNS cache in AdGuard Home
