Rearrange priority of blocklist.

### The problem

AdGuard Home can't rearrange the priority of the blocklists to make rearrange the priority, might be now the blocklist I set at fourth but I want to move to first to make the blocklist can be the first to run to block the domain.

If don't have the rearrange action button/icon, I have to remove the below blocklists to make re-adding the blocklist to the place what I want and re-add the blocklist I removed.

### Proposed solution

Add an action button/icon to let users to move the blocklist which added in the DNS blocklists to achieved rearrange priority to block the domain by the blocklist.
