Make HTTP server's timeouts configurable

### The problem

Currently, the AdGuard Home HTTP server, which server the API, has a set of hardcoded timeouts. As #7041 shows, these timeouts may be inadequate in some configurations, so they should become configurable.

### Proposed solution

Make the HTTP server timeouts configurable.
