More reliable restart for systemd

### The problem

Same here - #4309 Closed.
Systemd too many restarts with failures.

### Proposed solution

`sudo systemctl edit snap.adguard-home.adguard-home.servic`

```
[Service]
RestartSec=30
```

And problem solved.

Should be more reliable value than default (100ms) for network reliable service, don't it?
