Specifies different blocking_mode for different blocklist

### The problem

some domain banned in china, i dont want send DNS queries of these domians to the upstream DNS.

### Proposed solution

0. i have a proxy server
1. two filter list `list_ad` `list_banned`
2. respond with `NXDOMAIN` for `list_ad`, respond with `fake ip` (192.0.2.0 or something) for `list_banned`
3. client will not send access request of `list_ad`, but will send access request of `list_banned` with `fake ip` to proxy server
4. proxy server ...
