Modifiable block lists

### The problem

Feature request: Allow modification to existing blocklists

### Proposed solution

Have an edit button next to each block list in the filters tab. When the user clicks the edit button, it will allow them to edit the rules for that list for their specific instance of AdGuard home. If they have issues with their edited version of the list, they can remove and re add the list to revert it to default
