Unable to bind to specific ip address for outbound dns requests

### Description

Currently , there is no mechanism to specify which IP address AGH send outbound dns requests to the upstream servers.

If the AGH team could add this feature, for example `bind_outgoing_dns_hosts`, then AGH could have feature parity with other dns servers like unbound or bind. This is also useful if one IP address has a bad route or is rate limited by an upstream dns server.
