Cache settings per upstream

### Description

udp dns is fast but not safe
use udp dns and doh dot in Upstream DNS servers，but don't cache udp dns,
parallel requests,just cache the safe dns，first requests use udp dns , second requests use the safe dns cache (cache requests faster than no cache requests )
