优化下缓存的策略优先级

### Description

并行请求既然查询了所有上游dns，那能不能对缓存的保留和使用设置一个优先级呢
比如读取缓存时优先使用dot doh这些安全dns的缓存或者是支持dnssec的解析

这样可以把速度快但不够安全的dns与安全但速度慢的dns一起使用，可能第一次访问有问题，但是之后用缓存解析时可以获得正确dns，解决dns污染

这样在速度跟安全之间得到一个好的结果
