Add sort option to view block-lists under category and toggle them at once

AdGuardHome comes with upto 20 lists, it may increase after https://github.com/AdguardTeam/AdGuardHome/issues/1913 and we add our own blocklists to that page as well. I noticed "choose lists" window display them under categories properly.
1. Isn't it possible to bring the same for block-lists page?
2. Add a menu to sort block-lists under available categories and toggle them at once (enable and disable category instead disable whole "Block domains using filters and hosts files" through general settings
