[Feature request] Add update button on specific block or allow list

### Problem Description
by default we can only update all lists.

### Proposed Solution
Add a button in actions to update a single block or allow list, like this.


Start in the web UI actions for block and allow lists, using the issue’s screenshot and description to identify the existing update-all control. Add a way to update only the selected block or allow list, then verify that other lists are unchanged.
