Add Git‑tagged releases for AdGuard DNS on GitHub

### Issue Details

When a new version of AdGuard DNS is ready, the team pushes the changes directly to the main branch as a regular commit. No Git tag or formal “Release” entry is created.
This makes it impossible to be notified of new releases on GitHub.

### Proposed solution

Publish releases to be able to use the release notifications on GitHub.
