Add new rule for checking MV3-compatibility

Once we finish with the declarative converter, it makes sense to add a new linter rule that checks if a rule is compatible with different MV3 implementations (Safari is a bit special here).

The issue names no files, tests, or entry points. Start by locating the declarative converter and existing linter rules, then determine how MV3 compatibility differs across implementations, including Safari. Done means a rule checks compatibility for the supported MV3 implementations.
