Beschreibung
TryActivate in RemoteAgentActivator does not actually Try.
## To Reproduce
Run two instances of an app using remotetestpilot at the same time. The second will throw a socketexception as the port is already in use.
## Expected behavior
TryActivate should catch and return success or failure
