Start with the repository root README.md, since the issue says the default Laravel readme is still present. Compare it with the ODINN project purpose in the issue/description and rewrite the README text so it is project-specific. No tests or linked PRs are mentioned, so completion is manual: the new README should no longer look like the generic Laravel template and should describe this project instead.
