Description

**Description**
When I launch a program that uses accelerate it slowly eats up more and more system memory even though it shouldn't.

**Steps to reproduce**
The code for the program can be found [here](https://gist.github.com/noahmartinwilliams/099b7de10b01e6e26ca05fb7f28284dc).

**Expected behaviour**
The program should be using a constant amount of memory since it's acting like a pipeline that has a constant internal state size.

**Your environment**

[this](https://github.com/noahmartinwilliams/accelerate) version of accelerate (SHA: e75e4e17f909af51380c0b589f845bf93fb91344),
GHC version 9.8.1, [this](https://github.com/noahmartinwilliams/llvm-hs/tree/llvm-16) version of llvm (SHA: 3f03d32e85f5af9ae25c749b33f9c94b10985f4c), llvm 17, and cuda 12.4.
The OS is arch linux which is fully updated as of March 24th 2024.
