Re-work config file

Add an explicit section for tests that would be a dictionary so that an example config would look like:

I might also remove some of the duplicate info, such as the name, and in the reports, the directory and name fields.

Use the example config in the issue as the target shape. Review the proposed tests and reports sections, then determine which duplicate fields, including name, directory, and report name, should remain. Done means the configuration structure is consistent and the example accurately reflects the supported format.
