Ability to specify required Spark version for every plugin to activate

Certain plugins are developed for a sub-range of supported Spark versions. For instance `RddPlugin` only supports Spark 2.4+
The objective for this ticket is to extend Plugin API to specify a supported Spark version range for each plugin. The range spec should be able to accept wildcard versions. In not specified the supported range should be _any version_
