## Background
Before refactoring, RLS notes were located in PR comments and migrated to Issue comments.
After refactoring, RLS notes expected location is in the PR description only.
## Feature
Add logic to control where RLS notes could be located.
Possible options (one location from following):
- Issue
- description
- comments
- PR
- description
- comments
- Extra issue field or property - defined by project (not part of repository !!!!)
