Introduce ruff and make qa

## Goals

Introduce ruff insted of isort, pylint, radon
Add **make qa** support.

## Task list

1. Implement ruff in pilot repository - try to avoid refactoring.
- local dev machine ready to run
- ci check present
2. Add short tutorial to handbook - allow project self migration.
- one place with motivation and link to running example(s)
3. Observe valid repos in our scope and create well defined issues for repo developers.
