## Describe the bug
Standardization applies timezone changes 2 if timezone metadata in the schema is also specified.
## To Reproduce
Steps to reproduce the behavior OR commands run:
1. Set spark's --conf 'spark.driver.extraJavaOptions=' to `-Dtimezone=America/Los_Angeles`
2. Have schema with timezone metadata
3. Run standardization
4. Check output. Time is shifted twice
