You can resume Oozie schedule without it having actual app directory

## Describe the bug
I am able to resume a schedule that does not have an app directory. I think this might be problematic.

## To Reproduce
Steps to reproduce the behavior OR commands run:
1. Delete some coordinators app directory
2. Resume the scheduler
3. No error appears

## Expected behaviour
I would expect the job to either recreate the coordinator or to give me an error that the app directory is not found
