Conformance Rule duplicate/copy

Add a button next to `edit` and `delete` of `conformance rule` that will open a modal window that would be a mix of "create new conformance rule" modal window but with data pre-filed from the one that I am trying to copy. This is for "ease" of use when applying the same rule with only small differences. Most benefit IMHO would be with mapping and concatenation rules.

Start by finding the UI for conformance rule actions, especially the existing edit/delete buttons and the create-new-conformance-rule modal. Compare how mapping and concatenation rules are populated today. Done means a copy button opens a create-style modal prefilled from the selected rule so the user can save a slightly modified duplicate.
