Make it possible to set limits of errors and fail the job if any of them is reached.

A list of expected issues that will be needed to achieve this Epic
1. Create the data model for limiting (absolute and percentage limits)
2. Add counting of errors (those, that are missing and if required by a set limit)
3. Comparison of error counts with limits, fail on breach
4. UI to enable adding the limits to datasets
5. Global limits?
6. Notification plugins to inform about the limit breach
