Properties for Dataset

## Background
Per requirements, there are some properties, the users want to attach to the Datasets and data,

## Goal
Instead of developing and enhancing the data model with each property desired, the goal is to create a generic system. That will allow to add an arbitrary number of properties to a Dataset. That would be done by means of application configuration.
The configuration will be picked up by Menas, used in API and provided to UI to be reflected by controls for users.

## Expected Task List
A list of expected issues that will be needed to achieve this Epic
1. Design the way how to implement this feature
2. Implement the backbone of the design - backend (API, data model etc.)
3. Implement the backbone of the design - UI
4. Pilot setup of a property - Data Classification
5. Polishing of the feature implementation

The issue names no files, tests, or entry points. Start by reviewing the existing data model, API, UI, and application configuration, then define the generic property design and its acceptance criteria before implementation. Done means the design, backend, UI, and pilot property work listed in the task breakdown are complete.
