## Describe the bug
There is no warning about the nonexisting Hadoop conf dir and about setting the local file system as a default file system during the deploy process.
## To Reproduce
Steps to reproduce the behavior:
1. Set the wrong path to environment variable HADOOP_CONF_DIR.
2. Run the deploy process.
3. See there is no information in a log about setting different file system as is specified
4. Open Menas and try to update or create a dataset.
5. In the HDFS path, you see your local file system.
## Expected behavior
In the log, during the deploy process, there should be a warning about nonexisting Hadoop conf dir and setting the local file system as a default file system.
