`CpsMenuComponent` first item sometimes shows focus ring on target mouse click

When the target element is clicked, the first menu item sometimes receives the `focus-visible` state, showing the focus ring and background. Other times, the item still receives focus, but without the `focus-visible` styling, so the focused state is not visually indicated.
