InfoTooltip Visibility Issue in cps-input component

### Issue Description
The infoTooltip property on cps-input components only displays when a `label` property is present.

### Reproduction Steps:
1. Create cps-input without label:
```typescript

```
2. Tooltip doesn't appear
3. Add label property:
```typescript

```
4. Tooltip appears

### Expected Behavior

InfoTooltip should display regardless of label presence
