Add an event system

Currently we have two main concepts for the parts in the FlightComputer software:

- Measurements (output only, continuous data uniform data)
- Commands (directed at a specific listener, sporadic, heavy weight in terms of data overhead and acknowledgments)

It seems to be useful to deifne a 3rd category:
- Events

These could be emitted by parts to advertise certain things happening. i.e. the FlightDirector could announce "Parachute Deployment".

These events could be useful to track the rocket operations (i.e. know what happened when) but also as a publish/subscribe approach to perform actions on other parts. This could be similar to MQTT or ROS publish subscribe patterns where each event is emitted to a topic that others can listen on. The topics should probably be strongly typed

We could also invesitgate if we should move measurements over to work similarly
